The Australian Academy of Science has just released a report entitled "The Mathematical Sciences in Australia - A Vision for 2025" (available at https://goo.gl/kWezBL )
Among the recommendations are:
"2.1 Australian universities should reintroduce at least Year 12 intermediate mathematics as prerequisites for all bachelors programs in science, engineering and commerce.
2.2 Universities and tertiary admissions centres should ensure that subject scaling does not discourage students from choosing advanced subjects at high school."
Note that "intermediate mathematics" means 2U Mathematics, not General Mathematics, in NSW.
Recommendation 2.2, if implemented, should negate any over-emphasis on ATAR when choosing the appropriate level of HSC mathematics.
